Touch Control Lever Won't Move

Touch Control Lever Won't Move
It worked before I parked it last year. I took the tank off and lubed everything, still didn't work. It's pretty hard to see anything under the linkages, but light tapping on parts didn't do anything. The lever will move, the problem is under the ram. The little boot under there is torn. Any ideas appreciated.

I could be wrong, but I am guessing that the arm is rusted under the torn boot, you may have to spray it with PB Blaster to get it freed up again.

My 75 did that. I had to pull the ram, sand, and shine it up and I have had no more problems.
