I plan to restore it best as I can.

There are a number of posts on the internet for a corn cutter, tobacco cutter, etc.. Photos display a slightly different stalk cutter.
You are missing the bracket(s) and tool bar for mounting to a tractor.
As a kid in Iowa, we used a disk harrow to cut corn stalks. Pick corn, sometimes from October into January. After picking the corn, the disk harrow would level out the corn row hills and cut the stalks. The stalk cutter will do the same task.

Thanks Eugene. I am hoping that the brackets from the spring tooth cultivators and the cultivator tool bars will hold it in place.
I will be trying to mount it tomorrow.

Not just say it's a stalk cutter.

It is used to cut corn stalks into short pieces as it rolls down a row. It cuts them into lengths the distance between the blades. They will then plow under easier by not hanging up on the plow like a full corn stalk would. Chunks of corn stalks will decompose faster than a full length corn stalk will.
Remember this was when a horse (or tractor) pulled a wagon through the corn field and two or three people walked along one side of the wagon covering a couple rows, pulling the ears off the corn, and throwing them in the wagon. You ran the stalk cutter down each row after the ears were picked to get the field ready to plow and prepare for the next years crop.
As far as who made it? Items like this that were simple and easy to manufacture were made by big manufacturers and small scale manufacturers alike. The 1903 Farm Implement News Buyer's Guide, available free on google books, lists 26 manufacturer's of stalk cutters. Pick your favorite name and paint it whatever color you like and dare anybody that says you are wrong to prove it.

Thanks Scrivet, I will have to think about the company and color. For now Emerson/Brantingham Co. stalk cutter blade assembly looks the closest to mine. For paint I may do Black with silver blades.

Barnyard, How much vibration do you have with the cutter lowered? Will the front cultivators support and work well with the cutter? Da!, It must work well watching your video. Any possibility to get pictures of your setup, looks simple enough?

I don't have a lot of experience with these but that's how it's supposed to go--just slide into the cuffs or toolbar extensions on the universal mounting frame/144 cultivator.
I think John Blue might've made these--or maybe Cole??
Here they were used to cut down tobacco stalks mostly.
