Read my last post again, I added more info there.
You could do a Google search for the part number of 8, it is 251461R11.
Hamilton Bobs, or J P Tractor Salvage at the bottom of the page might have one.
If you remove it, I would replace the oil seal there too, it's number 9 in the pic.
TM Tractor Parts sells the seal, below is their listing.

From the video, looks like the shaft is moving but having no effect on governor. Pull the shaft and is key is missing and there’s enough Keyway left for you to see where key goes, you can clean the mating parts really well, install key and apply jb weld liberally and let it fully cure. Did that about 10 years ago to one and still going strong

I did this also a few years ago on one that had a lot of slop. I knew it really should have the keyway checked/repaired and/or the key replaced, but I wasn't ready then for the down time. It's been fine ever since!

Yes, you could use some J B Weld on it to hold it in place. Before doing that, I would look in from the left side with a light, and be sure the small oil seal on the shaft isn't leaking.

I didn’t go back and read that. Glen’s advice is sound, as usual. And nowadays I probably have enough parts that I could just swap that out. But back then I didn’t. So JB Weld to the rescue.

I’ve done the JB Weld repair on several of them. That little seal never concerned me much. After JB is applied, find the approximate center of the play and allow the JB to cure with the arm in that location. After it cures, you can then do the linkage adjustment. Make sure the arm, on the top of the governor moves freely. If it’s frozen (rusted in place) you’ll still have the problem of no throttle response. I’m not sure if anyone has mentioned the governor spring but if it’s broken or otherwise missing, you’ll have no response.
