Either way the answer is the same:
First and foremost the generator isn't spinning fast enough. With a 2-1/2" driven pulley the generator is only turning at around 2500 RPM. That is 1100 RPM short of what's necessary. Even a 2" pulley will only get the generator up to 3200 RPM. I don't know if you can get any smaller. The only solution then is a larger pulley on the Cub PTO. A 4.5" pulley would drive a 2" pulley at 3600 RPM, for example.
Second, there is the distinct possibility that this generator head is bad. No matter how fast it is spun it will never generate the right voltage or frequency.
