Starter brush springs
What's the secret for putting these springs in the brush arms??..I can figure it out how it holds tension.

The secret is real simple. Look very closely at how it was installed before you take it apart.
As I recall, the answer to your current question is that the spring needs close to a full turn of tension, the orientation relative to the brush holder is about as in your picture, with the long spring arm against the brush holder and the short arm against the inside of the starter housing.
