Touch Control Fill Plug

I have the older style T/C Block. I seem to remember reading somewhere that the fill plug is vented, but now cannot find any reference to that. I think my fill plug is original, but it does not appear to be vented like the steering housing fill plug. This particular T/C fill plug is 3/4" NPT (pipe threads). The part number is 444-592.

So, are they supposed to be vented or not?

The only vented plug is the fill plug on the steering gear housing.
