I don't know, but did you see the picture of the other side of those fenders? It looks like whatever was attached to those brackets wrinkled up those fenders pretty good.

It has to be for a custom build setup. Maybe a long boom for a sprayer? That would make some sense. I can see in my head how that might work... boom supported by brackets to the fender and braced at the frame as well by the rockshaft, and it still leaves mounting room for a pretty good spray tank. Having the booms mounted TO the Cub might help in weight distribution...??
