The IH part 528810R91 includes the flange. That may make it difficult to find an interchange as a proper replacement for that part number would need the flange. However, if you reuse the flange, National 474250 has been reported as a direct replacement. You can see it and the dimensions here:

Make sure you get install the seal and flange with the right orientation. The flange keeps the shaft from sliding forward.
