Clean up all of the electrical connections; battery cable ends, battery terminals, wire terminals, etc.. Corrosion = voltage drop.

Thanks to all for your input. I will try a known good amp guage first, and go from there. I did order a VR just in case. I don't mind having an extra.

Even if the current voltage regulator turns out to be bad, I still recommend that you check the gaps on the regulator and cutout coils inside. If they are out of adjustment, you will still have your spare.

I took the amp guage apart and it was pretty fried. It could have something to do with someone leaving the ingnition on for 6 months. (not me). The needle couldn't move because of that brown piece on the needle cracked and swollen.
It still wasn't charging though, so I'll replace the VR and the guage.

Problem solved! New VR and guage and it charges like it should. I did have to add an external ground to the VR, but I did that on the last one too. It's time to go for a little ride.
