The cutter shaft plus knives for a Mott flail weighs close to 50 pounds, so you would think it would take a lot to throw it out of balance.
However, at full throttle that shaft and blades spin at approximately 2,000 rpm, and this is all it takes to make it vibrate. When it was down in the grass it was not noticeable, but when lifted the vibration was very obvious.

Do your flails run real close to the shroud?
My mower was damaged and welded at some point in its life. There was some burn-through on a couple of the beads, and the flails are chattering on them, throwing sparks, etc.. The 4-1/2" angle grinder just fits up in there. I eliminated most of it, but there's still one hitting that I haven't found yet.
