Short answer, no need to add additional oil to the oil filter/oil filter housing.

There is an orifice in the bottom of the oil filter housing. The orifice permits oil in the housing to drain back into the oil pan.

I basically do the same as LRiddle indicates. Oil and filter change, start engine to check for oil pressure and leaks. Next morning check engine oil level. If level on the dip stick is close to the mark, - - good to go.
