Not very likely. Look for it to be covered with years of dirt and oil, covering the hub. Also possible the head was twisted off at some point.

noisyone, I think John has said on here before that some of them have sealed fan bearings.
I can't tell if yours is that without seeing it.

Should the fan freewheel on the hub, or just be able to turn with slight resistance?

it will not spin by hand when the belts are on it, it will drag with no belts while turning

For those wondering why exactly that all the oil will not just simply run out of the hole and on the the ground when you turn it to the bottom and leave no oil to lube the fan, it is because there is a "stand pipe" inside that prevents this. Turning the hole to the bottom ( that's the 6 O'clock position for you ex-Military guys that have analog watches on your wrist ) only drains EXCESS oil. The proper amount of oil remains.
