54 A level grader blade bolt size

I took off a 54 a grader balde for the first time on a newish acquisition. the long bolt that goes through the square pass through axel hanger on the steering gear housing was seized in the lifting lever. I ended up cutting the bolt. see 2 in the image from the manual

The manual just refers to a "12" bolt" but does not give the size. Plus I am not sure the bolt was correct.

Anyone know to correct size of the "12 bolt"
