yes that is French Cub for sure so the American diagrams will not help you, they are all different in electrical

Below are pages I found online in the past with French Cub serial numbers, telling the years.
The numbers are on the 2nd paper.
The first paper shows that it is an IH paper, and you can see the IH through the paper on the 2nd paper, in about the same position.
They began building the French Cubs in 1955, the paper shows, and serial number 709181 would be a 1957, like indy61 said above. That is the only year shown where there could be a 09181.
