Governor setting proceedures

I'm looking through the manuals on the website and can't find the procedures for setting the governor.

Where can this be found?

Also in the manual it says my zenith carb is supposed to have a throttle stop screw. Problem is it doesn't.

We are trying to set the low and high idles.

this is from the service manual for the c-123 c135 c146c153 engines 1977 GSS-1295J W rev 2

The cub has everything in the parts and service manual but the large tractors need a parts manuals for the tractor and the engine and the service manuals for the tractor and engine (4 in total) to get all of the info.

Fell out and was lost? Is there a place to put one at the throttle shaft arm?

Well we have a rebuild kit, I didn't do it, my friend did so just wondering if the wrong arm got installed. I'll have to take a look Saturday
