peerless 2306 transaxle is whining. ideas?

it is quiet when idling, or driving at low power, but there is a wierd whining sound when in reverse or driving under power. I changed the gear oil several years ago and appears nice and clean still, couls it be as simple as just needing a fluid change, or should I try something thicker?
