Looks like an after market (F&H) wheel weight for an A, super A, B, etc. Dad's H had a pair of them, plus a larger set on it in the olden days.

F&H stands for French & Hecht. They made tractor wheels. Many of the round spoke wheels you find on the pre-letter series tractors were made by F&H and installed by the tractor maker. F&H made weights that were attached to the wheel spokes with J-bolts. This weight probably fits a spoked wheel.
