Maybe it is a shovel for digging holes from the bottom up.

Seriously, it reminds me a bit of the shovels made for hand digging holes for telephone poles (but not quite).

I was showing the pictures to a friend of mine and he said it looked to him like it was designed for popping briars, thistle roots, etc. out, which I believe was mentioned in one of the first 2 or 3 posts.
