I was out plowing snow the other day, and notice that my choke rod would keep coming out about half way, when I was running the tractor. I would push it all the way back in and it would keep coming back out. and suggestions on how to keep it in? should there be a spring of some sort? attached to the linkage

Jack, was it affecting the running of the Cub? If not, check to make sure it didn't come loose from the carb.
There are two ways to get enough Cubs. One is to continue to accumulate more and more. The other is to desire less.

I have this problem also, and it does affect how the cub runs.
It usually happens when going uphill or when using 3rd gear and it ALWAYS happens going uphill in 3rd

yes it does effect how it runs, that is how I noticed it was coming out. I will check it at the carb this weekend when I get back up there.

The IH carb is supposed to have a flat spring with a raised ridge on it that fits in a slot on the carburetor. It is located under the choke lever or arm and it is supposed to lightly push up against the choke arm which has two mating indentations to receive the spring. The purpose is to provide a more definate positioning of the choke in the open and closed postions. I have one carb with the spring and one where the spring has been lost. I think the flat spring is just pushed into the slot in the carb.
