1320. Hydro wont turn over

I have a 1320 that was bought at auction for parts for my 1315. However, I think it will make a good mower so it is no longer a parts tractor. Right now it will not turn over but will start if I put 12volts right to the starter. It has a good battery and solenoid. Best I can tell the seat, break, and clutch safety switches check good with a meter. Swapped ignition switches with 1315 and it still wont turn over with key. Does anyone have a wiring digram or any ideas where to go.
