Both men were wearing black clothes. There was ample room for their vans to have been moved over on the right shoulder completely out of the traffic lane. we have no idea why they didn't get the vehicles off the road before stopping, or why they were stopped in the first place.

Several years ago I was driving through a construction zone pulling a trailer, running about 40 to 45, and just before I got even with the front of a pickup parked along the area an employee walked out from behind it and headed for the door, without looking. The truck was right along the edge of the lane, and all I could do was jam the brakes and hit the horn. Guy never even looked up, just threw one hand on the bed of the truck and went up and into the bed. Good thing he did, because there was no way i could have missed him.
